unifyCapabilities aggregates GPU types, models, privacy tiers, and capacity across member civilizations into a single MetaNetwork record. negotiateMetaTrust builds a pairwise trust matrix from civilization trust scores and existing treaties, boosting scores for treaty-backed pairs. establishMetaLink verifies sovereignty compatibility and constitution compliance before activating the link. routeAcrossMetaNetworks uses trust matrices, treaty constraints, horizon signals, and supra signals to select the optimal target civilization.

proposeArticle creates a new article with structured rules and a required ratification count. ratifyArticle collects ratifications from member civilizations; when the threshold is met, the article becomes active and enforcement_active is set to true. amendArticle records the previous text and change summary in the amendment history. routeWithConstitution filters candidate civilizations by constitution compliance — non-compliant civilizations are excluded from routing, and sovereignty/economic constraints are enforced.

routeWithSupraPrediction combines supra-signals, horizon signals, liquidity utilization, trust matrices, and treaty constraints into a single routing score. Each layer contributes an adjustment: supra-signals can penalize or boost based on pattern type, horizon signals add long-horizon awareness, liquidity utilization flags over- or under-utilized pools, and region matching provides locality bonus. The final score selects the optimal civilization across all layers simultaneously.

aggregateMetaEconomyMetrics computes total/settled/unsettled volume, breakdowns by event type, network, and region, network summaries, liquidity corridors (source→target flows), and stability metrics (avg trust, total liquidity, active networks). settleMetaNetworkPayments batch-settles all unsettled events with a single settlement ID, marking them as settled and recording the settlement batch reference.
