Represents a compute civilization β€” a group of federations with shared sovereignty rules, economic models, and trust policies. Each civilization has a trust score, trade policy, and liquidity balance.

Treaty entity

A formal agreement between two or more civilizations governing trade terms, pricing, data sharing, and enforcement. Treaties have trust levels (provisional β†’ standard β†’ strategic β†’ alliance) and compliance scores.

negotiateTreaty function

Negotiates a treaty between civilizations by evaluating trust scores, sovereignty compatibility, and economic model alignment. Auto-ratifies if all participants allow cross-civilization routing and average trust β‰₯ 75.

routeWithTreaty function

Routes requests across civilizations using active treaty constraints. Computes a routing score from trust (35%), compliance (25%), cost efficiency (25%), and treaty level bonus (15%). Applies treaty-negotiated pricing discounts.

Pillar 2: Long-Horizon Intelligence Layer

HorizonSignal entity

Long-range predictions spanning 1 week to 3 years. Each signal has a pattern type, forecast range, confidence score, recommended action, and data points showing current vs. predicted values.

Weekly automation that scans civilizations, treaties, liquidity pools, federations, partners, sovereigns, and economy events to detect 7 long-horizon patterns. Creates HorizonSignal records for each detected pattern with confidence-weighted recommended actions.

routeWithHorizon function

Horizon-aware routing that adjusts civilization trust scores using active signals. Each signal applies a weighted adjustment based on its action type and confidence. The civilization with the highest adjusted score is selected.

Pillar 3: Civilization-Scale Economy Layer

Records cross-civilization economic transactions: trade, treaty payments, liquidity corridor transfers, settlements, revenue shares, treaty fees, grants, and penalty payments.

aggregateCivilizationEconomyMetrics function

Aggregates civilization economy events by civilization, event type, region, continent, and trade flow. Computes liquidity corridors (top trade flows between civilizations) and updates civilization trade volume totals.

settleTreatyPayments function

Settles unsettled treaty-based economy events in a batch. Groups events by treaty, marks them as settled with a shared settlement_id, and updates treaty total trade volumes.

Pillar 4: Resilience & Continuity Layer

Pre-defined mitigation plans for civilization-scale risks. Each plan has a risk type, activation rules, fallback civilization/region, liquidity corridor backup, partner substitutes, and treaty renegotiation terms.

Automatically activates continuity plans for detected risks. Performs cross-civilization failover, liquidity corridor rerouting, treaty renegotiation, and partner substitution based on the plan's mitigation strategy.

Closed Core isolation proof

All Phase 9 entities and functions are isolated from the DOSFI Closed Core. No new entity or function writes to Node, Task, NodePool, ShardDirectory, RoutingLog, TelemetryEvent, or any inference, routing, or coordinator entity. Read-only analytics functions scan existing entities but never modify them.

Zero Closed Core impact
Phase 9 adds 5 entities and 8 functions. None write to Closed Core entities. Read-only analytics (analyzeLongHorizonPatterns, detectCivilizationRisks) scan existing entities for pattern detection but never modify them. The inference path, routing coordinator, shard assignment, and privacy layer are completely untouched.
