Governance isolation — confirmed
The governance layer (GovernanceRule, moderateContent) only reads GovernanceRule and AuditLog entities. It never touches Node, Task, NodePool, ShardDirectory, RoutingLog, or any inference/ routing/coordinator entity. Content moderation runs entirely in the Open Surface.
