Inter-Federation Network Layer
The inter-federation network extends the DOSFI/MeshInfer platform from a single global federation into a multi-federation, planet-scale compute civilization. Each link is negotiated through a 3-step handshake (negotiateTrust → syncCapabilities → establishLink), scored on trust, cost, sovereignty, and predicted load, and routed using intelligence-signal-adjusted scoring. All link operations remain isolated from the DOSFI Closed Core — no link entity touches Node, Task, NodePool, or ShardDirectory.
