How cross-mesh purchases work
1. Browse: Buyers browse listings from all federated meshes, filtered by type, region, and SLA.
2. Buy: buyCrossMesh creates an EconomyEvent, decrements listing quantity, and returns purchase confirmation.
3. Settle: settleCrossMeshPayment batches unsettled cross-mesh events, creates PayoutRequest records for sellers, and marks events as settled.
4. Audit: All settlement batches are logged to AuditLog for compliance tracking.
